AI can solve specific problems more effectively by supporting us in decision-making, automating solutions and thus scaling them, or discovering completely new solutions. But the use of AI also poses new risks, for example when it comes to surveillance or questions of social justice.

Microsoft has announced a €3.2 billion investment to expand its cloud and AI infrastructure in Germany, the largest investment in the country in the company's 40-year history. The investment will double the capacity of Microsoft's cloud region in Frankfurt and build new infrastructure in North Rhine-Westphalia. By 2025, Microsoft plans to train more than 1.2 million people in digital skills. The expansion will help meet the growing demand for AI-specific computing power and cloud solutions while enabling the training and application of new AI models and services on the Microsoft Azure platform. Microsoft aims to support industries such as manufacturing, automotive, finance, pharmaceuticals, life sciences, and medical technology.

The Biden Administration has announced the US AI Safety Institute Consortium (AISIC), a group of more than 200 companies, including leading AI companies such as OpenAI, Google, Microsoft, and Amazon. The consortium will focus on the safe development and use of generative AI, addressing the priority actions of President Biden's October AI Executive Order. This includes developing guidelines for red-teaming, risk management, security, and watermarking synthetic content. AISIC will be housed under the umbrella of the U.S. AI Safety Institute (USAISI) and will be the largest gathering of testing and evaluation teams. The goal is to "focus on establishing the foundations for a new measurement science in AI safety," according to the Department of Commerce. The full list of participants can be found here.

Russia and China have met in Beijing to discuss the military use of artificial intelligence. According to a statement from the Russian Foreign Ministry, there was "a detailed exchange of assessments" on the use of AI technology for military purposes. Both countries agreed to intensify cooperation within the framework of the Group of Governmental Experts (GGE) of the States Parties to the Convention on Inhumane Weapons on Lethal Autonomous Weapons Systems (LAWS). The Russian statement emphasized the closeness of Russian and Chinese approaches to this issue and the need for further close cooperation. The Chinese statement made no mention of discussions on the military use of AI, but did mention consultations on "outer space security, biosecurity and artificial intelligence."
