The country aims to create two or three global AI leaders, relying on its startups for growth. While the US is currently dominating the AI space, France is seeking collaboration with the US on global regulation through the G7 group and the Organisation for Economic Co-operation and Development.

Oracle has partnered with AI platform Cohere to develop generative AI services for enterprises worldwide to automate end-to-end business processes, enhance customer experiences, and improve decision-making.

Built on Oracle Cloud Infrastructure (OCI) and leveraging supercluster capabilities, these services will offer advanced security and performance. Cohere will train, build, and deploy generative AI models on OCI, which features GPU cluster technology and a low-latency RDMA network. Cohere's large-scale language models will also be integrated directly into Oracle Fusion Cloud Applications, Oracle NetSuite, and other industry-specific applications. Oracle is one of Cohere's investors, along with Nvidia and Salesforces.

The name comes from "The Hitchhiker's Guide to the Galaxy".
